Monitored
Monitoring or observing has become a
widespread civil society response to situations of tension in Northern
Ireland. Dominic Bryan and Neil Jarman's latest Book ‘Independent
Intervention - Monitoring The Police, Parades And Public Order’ is
an excellent analysis of what has been happening in this area. This book
looks at different concepts of monitoring, international experience
including South Africa, USA and England, the development of monitoring in
Northern Ireland (including INNATE's involvement), looking at both
recording and more interventionist (mediative) approaches. It also covers
stewarding, makes recommendations and lists groups involved and

MMM - Marshalling (stewarding), Mediating, Monitoring (observing)
Meanwhile three different seminars
are taking place over the next few months around Northern Ireland looking
at, and pushing back the boundaries of stewarding (marshalling), mediating
and monitoring. It is organised by INCORE in association with a variety of
other bodies. The first event, on stewarding, will look at public
event/festival stewarding as well as political stewarding. The mediation
seminar will focus on different aspects of community mediation. Finally,
the monitoring event will try to consider both monitoring of events and
ongoing situations (e.g. human rights). Further information from INCORE,

Norn Iron - The way we are
The old adage about Northern Ireland
goes, 'If you're not confused, you don't understand what's happening'.
Unfortunately confusion and apathy are at least as much the enemies of
progress as those who want things to stay the way they were or go
backwards. 'The Way We Are' is the latest discussion document (6 x
A5) from Community Dialogue; this looks at the feelings of nationalists
and unionists, and looks at what will happen if there is or isn't
agreement in the current review process of the Good Friday agreement, plus

Wider World from VSI
'Wider World'
is a new educational training pack exploring global issues for use in
Youthreach, Community Training Workshops and Community Education (suitable
for use in NCVA assessments for the Youthreach sector). It is divided into
four sections; Wider World, Environment, Fair Trade and Refugees. Each
section has activities which can be adapted for different settings and
size of group, has background information on the theme and a step by step
guide to each activity, and includes a number of handouts, plus resources.

White Poppies
'Support a culture of peace; wear
a white poppy at remembrance time' reads the current leaflet from the
Peace Pledge Union (PPU) in Britain. Yes, as autumn evenings close in it's
coming up to that time of year. PPU sells white poppies, which can be used
in many different ways and symbolise a peaceful alternative for those who
feel unable to wear a red poppy or even want to wear both. Minimum order

Schumacher Society In Ireland
Plans are afoot to start a Schumacher
Society in Ireland, covering both North and South. The writer, economist
and philosopher EF Schumacher is well known through his books 'Small is
Beautiful' and 'A Guide For The Perplexed', he was one of the
key thinkers in developing the concept of 'sustainability'. The
British-based magazine 'Resurgence' still develops his ideas and
part of the aim is to promote the magazine in Ireland (it is available in

The report on this April seminar is

It hasn't gone away, you know, the
ongoing problem in Kosova/o, this time with the boot on the other foot.
Peter Emerson has been a frequent visitor to the Balkan region where he
has worked and travelled extensively (he keeps a bicycle in Sarajevo). He

Conflict For A Change?
Training course, drama in conflict
resolution
A three day experiential training
course in the use of drama in conflict resolution takes place at the
Crescent Arts Centre, Belfast from 18 - 20 November 1999 run by Peter
Harris from Wolf and Water Arts Company who use drama to explore conflict
in many different settings. The course is suitable for professionals and
volunteers who experience issues of conflict in their everyday work. The

Death of Peter McLachlan
Peter McLachlan died at the start of
August after a brave fight against cancer. There is much that could be
written about him in terms of his many different involvements, including
unionist politics and his work as director of Bryson House, a home for
many developing social welfare initiatives in Belfast. However in this
context we would like to remember his peace movement involvements which
included - among others - being active in Corrymeela, a central role in
the early days of the Peace People, his chairpersonship of the Northern
Ireland Peace Forum, his role in the early development of focused
mediation in Northern Ireland, and his involvement in, and chairpersonship
of, the Fellowship of Reconciliation where he was the last chair when it
was decided to lay it up. Peter is survived by his two daughters, Heather
and Fiona. With much affection, perhaps we could say, for someone who took
part in more meetings than anyone else in the known universe, he has gone
to his last meeting place where he is sure of a great welcome.
'Refusing To Bear Arms'
A world survey of conscription and
conscientious objection to military service compiled by Bart Horeman and
Marc Stolwijk, produced by the WRI/War Resisters International. This
comprehensive 310 page (A4) survey in hard binder, designed as a reference
guide, covers 177 countries and is a must for nonviolent activists,
lawyers, and refugee/asylum agencies. INNATE's copy, acquired this summer,
has already been used to advise about the (atrocious) situation in Greece (EUch
- Ed.). 'Refusing To Bear Arms' is available at standard price of £50
for funded organisations and legal practices, and subsidised price of £25
for unfunded groups and CO activists.
